Blackburn est une ville britannique qui dépendait du Lancashire mais qui dépend depuis 1998 de l'autorité unitaire de Blackburn et Darwen. Sa population est estimée à 140 000 habitants. C'est également la ville natale de Jason (Jay) Kay le leader du groupe Jamiroquai. La ville qui héberge le club football de Blackburn Rovers Football Club fut pendant la Révolution industrielle un centre important de l'industrie textile.
